Good question! I haven't found a way around this either, I just accept the fact that copy and paste is the way I have to do it! Lol
Yep that's right. I really wish that iWeb could have "master pages" like Keynote does. Then you could put in your header info once and it would be on all pages, it would be great! But unfortunately iWeb doesn't have that.
My recommendation when building a site in iWeb is to first start with one page and design the header part of the site (logo, links, etc), footer part of the site, then any content items that will be the same on all pages (perhaps a sidebar). Then duplicate this page as many times as you need for all the pages your site will have. Then you can go through each page and add the content that is necessary. The only last step you'll need to create the navigation bar linking to all the pages now that you have all your pages created. Then just copy and paste that navigation on all pages.

Yeah that's the way I normally do it! Except usually as fate would have it, something has to be changed at the last minute and I end up having to correct all the menus!
Oh well, that's life!
